The ‘war’ to suppress the Buddha Bar & Grill outbreak

The phone call on the morning of March 19 broke the Covid-19 `prevention battleground` that the district had previously planned, forcing more than 300 people to focus their efforts on suppressing the outbreak for the past half month, said Dr. Truong Thanh Trung (Head of Department).

At 7:15 a.m., Mr. Trung received a call from the Ho Chi Minh City Center for Disease Control (HCDC) informing him that the British pilot – `patient 91`, living in the luxury apartment building The Ascent Apartment, Thao Dien ward, district 2, tested positive.

As a locality with many apartment buildings, the situation of infected residents has been previously raised by District 2.

First, District 2 asked the Hospital for Tropical Diseases – where the British pilot was treated – to immediately provide a picture of him.

`This is an extremely important step because if the verification of F0 – the British pilot – is not correct, the results of tracking the entire F1 will be inaccurate and have a knock-on effect on later tracking of F2 and F3.`

In the morning, the first F1s (4 people traveling in the same apartment elevator, Grab driver, interpreter, maid and close contact friends) were taken to centralized quarantine.

Based on the declaration and extraction of the camera system in Thao Dien ward, the authorities also discovered that from March 13 to March 17, `patient 91` went to Thao Dien ward police, Binh An to make a temporary declaration.

Buddha Bar & Grill was also locked down the same morning.

The police retrieved the restaurant’s security camera data from 6:00 p.m. on March 14 to 4:00 a.m. on March 15 (the time of the party) and on the afternoon of March 17 – the pilot came for dinner.

A series of large apartment buildings continue to be blocked such as Masteri (Thao Dien ward), Vista Verde (Thanh My Loi ward)… someone tested positive for nCoV related to Buddha Bar & Grill.

Buddha Bar & Grill became an outbreak in Saigon with 15 people testing positive for nCoV, after a party on the night of March 14.

The outbreak at Buddha Bar & Grill has upset District 2’s Covid-19 epidemic prevention plan;

Initially, the district planned for an 80-100-seat quarantine area, but regarding `patient 91` and other patients, 1,325 cases had to be monitored at home and in centralized quarantine areas.

Another difficulty for epidemic prevention and control forces is that many people suspected of being infected have personal, private relationships that have `drip` declared – affecting the verification of the whereabouts of the person involved.

Like the Canadian man who was infected with nCoV after going to a bar and refused to say who he met.

Or the case of a Brazilian guest infected with nCoV who declared that he had recently lived with a girl.

Authorities have identified 222 people related to Buddha Bar & Grill, 166 tested negative.

Buddha Bar & Grill is currently closed.

Chairman of District 2 People’s Committee Nguyen Phuoc Hung said that at peak times, the district had to mobilize the army and police to handle the outbreak.

According to doctor Truong Thanh Trung, the Buddha Bar & Grill outbreak situation is currently somewhat under control.
